The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, political struggles are waged: positive announcements are delivered from different nations. Immense energy is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that regional partners are evidently unprepared to substitute in the near term.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This trend will, certainly, persist.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does nothing to deter Moscow, through statements or actions, from believing that the situation will not shift further in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its benefit.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
